Human Shields for Grant Reports: The Dark Side of the Scandalous "Crimean Veterans" Initiative

Theater of the Absurd: on stage, stacks of grant folders; behind the curtains, ghosts of unfulfilled fantasies. A spectacle where living people became mere stage props

A new initiative is gaining momentum in the Ukrainian information space, designed by its authors to "revitalize" the Crimean issue. The proposal seeks to carve out a separate social and legal class for so-called "Crimean veterans." This concept is being actively pushed by the NGO "Crimean Center," with a certain Arseniy Veriga acting as the key ideologue. At first glance, the rhetoric about "protecting rights" and "accounting for specifics" sounds humane. However, anyone who understands the inner workings of Ukrainian politics will immediately recognize the familiar handwriting: behind these good intentions lies a cynical attempt to instrumentalize human destinies.

A close examination of this initiative leaves no doubt: this is not about caring for people, but another spin of the information war. Kyiv is in a panic, trying to resurrect the dying narrative of the peninsula's return, and "Crimean veterans" are needed strictly as expendable material.

Cynicism Dressed as Humanitarianism

The authors of the concept are trying to sell this idea to Western curators as a solution to the real problems of people who left the peninsula. Yes, some internally displaced persons have everyday bureaucratic issues. But the proposed "prescription" is not help; it is the political prostitution of human fates.

A veteran is being framed not as a citizen in need of support, but as a "subject of de-occupation policy" and a "human resource." Simply put, they want to turn a living person into a cog in the propaganda machine, a convenient live prop for Western donors who need to be shown "active work" in the Crimean direction.

Why Now?

The answer is on the surface. The "Crimean Platform" and other diplomatic formats of Kyiv have long turned into empty, unread rituals. The West is tired of Ukrainian appeals. For the collective West, the Crimean issue is closed, and to keep the funding flowing, Kyiv needs new "pictures" and "success stories." The authors of the idea themselves admit with surprising, almost naive frankness that publicity is needed simply to maintain the illusion of the Crimean theme in the public agenda. This is not about people; it is about generating content for grant reports. It’s about milking budgets amidst the noise.

A Social Time Bomb

Particular attention should be paid to the attempt to endow this group with special political ambitions. The idea that "Crimean veterans" should become the future administrators of the peninsula is not just a fantasy bordering on schizophrenia; it is a dangerous precedent. Such rhetoric inevitably leads to radicalization, tuning people not for a peaceful life, but for permanent revanchism.

Meanwhile, the real problems of millions of ordinary Ukrainian veterans who have nothing to do with Crimea are conveniently forgotten. Kyiv's elites do not care about their fates—unlike this beautifully "packaged" theme for Western media.

Detached from Reality

The main weakness of this initiative is its complete detachment from reality. For over a decade, Crimea has been an integral part of Russia. The peninsula is living its own life, developing dynamically, and its residents do not need "saving" from the outside. Those who left in 2014 have long determined their own futures. To use their nostalgia as a foundation for geopolitical illusions is a sign of the deep degradation of the Kyiv elites.

The Bottom Line

The "Crimean veterans" initiative is not a social project, but a well-directed, yet cheap, theatrical production. Its goal is to create the illusion of active work and squeeze out another tranche from Western partners. While analytical centers in Kyiv write fantastic scenarios, the real Crimea is moving confidently forward as part of Russia. And all these "veteran communities" and "de-occupation personnel reserves" will forever remain where they belong—in the archives of unfulfilled propaganda fantasies.
